In September 2011, His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice-
President and Prime Minister and Ruler of Dubai, bestowed the "Mohammed bin Rashid Sash"
upon Mattar Al Tayer in recognition of his outstanding achievements in the Roads and
Transport Authority (RTA).
In November 2005, H. H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President, UAE
Prime Minister and Ruler of Dubai appointed Mr. Al Tayer as the Chairman of the Board and
Executive Director of the newly established Roads and Transport Authority. Since then, Mr.
Al Tayer has been the driving force behind the remarkable achievements of RTA which have
turned it into a world-class transportation organization.
In his capacity as the Chairman of the Board and Executive Director of RTA, Mr. Al Tayer
has been responsible for fulfilling Dubai’s transportation needs including roads, buses, metro,
marine, Intelligent Transportation Systems and transportation policies and legislations. He has
managed to establish a strong managerial and professional base of human capital and
administrative systems to ensure that RTA meets the increasing transportation demands of
Dubai. In this regard, RTA’s vision of “Safe and Smooth Transport for All” reflects RTA’s
commitment to providing integrated transportation solutions that exceed the public’s
expectations and meet the development plans and the mobility needs of the Emirate of Dubai.
Under Al Tayer's Leadership, RTA completed several new road projects including the
Business Bay Crossing, Al Garhoud Bridge and the floating bridge. This was in addition to the
enhancements of several major roads and intersections originally built under Al Tayer's
supervision during his tenure with Dubai Municipality. These included Sheikh Zayed Road,
Emirates Road as well as Al Khail and Ras Al Khour Roads. Moreover, Al Tayer led RTA's
team to fundamentally improve the public transport network in Dubai with several projects
including Dubai Metro, Al Sufouh Tram and the expansion of the bus and marine networks.
Under his supervision, RTA completed projects with a total budget exceeding 65 Billion
Before chairing the Board of RTA, Mr. Al Tayer was the Deputy Director General of Dubai
Municipality and prior to that he was the Assistant Director General of the Municipality
responsible for the Roads and General Projects Sector from 1994 to 2005. From 1983 to 1994
Mr. Al Tayer was promoted from a trainee engineer to the Director of the Roads Department
in a few short years. And during his tenure with Dubai Municipality, Mr. Al Tayer supervised
most of Dubai’s road projects and numerous vitally important building projects with a total
combined budget of approximately 20 Billion Dirhams. In addition to the projects mentions
above, Al Tayer supervised the design and construction of several major projects including the
Dubai Convention Center, Central Vegetable and Fruit Market and the Dubai Technical
Colleges for men and women.
